Why did the Joomla admin crash?

Hello!
When I try to go to the joomla admin panel , I get - what can it be?

change the encoding in your browser first. and so maybe they transferred the site to another hosting (and the folder with the logs became write-protected) / the encoding of the source files changed / some modules were added that were not written in utf-8
