Your question is incompatible with the budget.
You can take any IP camera, taking into account what you will be broadcasting from and what data stream from the camera you need.
But, there is such a thing as camera resolution and optical zoom on the lens - the larger they are, the more expensive the camera, and there are still rotary functions.

Zoom and rotate the camera will be difficult to integrate into your site, only through the web interface of the camera. And there will be direct traffic, which means that either the channel or the camera will fall from the number of visitors (theoretically). Moreover, the web-face of all cameras is adequately opened only in IE. Put a wide-angle, somewhere around 2.8mm, a larger matrix, the standard 1/3 "look towards 1/2.9" or 1/2.7" and I do not advise 1/4", at night the picture will be better and the angle is larger with the same focus.
