-- elements from 1 to 4
-- pictures numbered 5
The question is which Bitrix component to choose to display them?
"Infoblocks" and display "News"? - I don't need detailed information, but stuffing everything into the announcement is kind of stupid.
Use "insert include area"? To what extent is this correct and correct?

Make everything an include area. IB is completely out of place here.
With a 99% probability, all this (1-5) will never change, so you can not even bother with the included area, but simply make it into a template (or page).
