Which advertiser to choose for embedding in Android app?

I wrote my application on Android, I'm going to put it on the Internet. I would like to earn some money on it.
A little about the application: this is not a game, but a program; the main audience is Russia and the countries of the former USSR. Full screen banners and videos are not interesting. I would also really like to pay for impressions, and not just for clicks.
Here's the problem: I can't find the advertiser.
Found AdAppter.mobi, has anyone worked with them?
I read articles about advertising networks, including on Habré, but they are all a little outdated. What is the current situation with advertising in Android?

www.startapp.com has several options for banners in the SDK and clear documentation,
but it counts the number of clicks and app downloads
