Which ad networks allow these banners (SVG animations) to be used?

But I, as a person not very familiar with the marketing niche, do not know how much this is in demand and where it is used (besides some private forums) .
1. Which ad networks allow using such SVG/HTML animation (in particular using GSAP, with CDN)?
2. What are the technical requirements?
3. How to pack the final product? (it’s not entirely clear how it is embedded, through iframes? How scripts are loaded, how to optimize, etc.)

Which ad networks allow the use of similar SVG/HTML animations

there can be a problem not only in svg, but also in animation through js.
Each ad network has its own methods of "packaging" and "technical requirements". Sometimes it's generally a gif. More often than not, these are different options. There is hardly a list of networks with svg support. It's like "which sites use display:none with their css". Just open and check.
