already done everything.
1) I went to the audience tab in Google Analytics
2) I added a segment, I selected users who made conversions from the list, then I clicked the down arrow ---> create audiences
3) I went to the audience manager in Google advertising. tie the audience to companies in Google
4) then I go to the company itself ----> then in the audience. And in it I press the pencil Reduce by 90%

It should not be a segment, but an audience. It is created in the administrator section, at the resource level.
Then, if the link between Google Analytics and Google Ads is configured, it will appear in the Google Ads Audience Manager.
Then it can be used in campaigns in the Audiences-Exclusions section.
