Where to transfer the site to Bitrix with our attendance?

There is a site on Bitrix (8GB). About 500,000 views per day, 1200-1700 users online. Now the site works on VPS (Russia): Centos7 OS, 4.5 GB Memory, 4x2 GHz Processor, 60 GB SSD - 4000r/m.
The provider began to periodically fail and we are losing visitors, but they can’t figure it out at least. They answer like you have search robots put the site and all that. For the last 4 days the site has been down for almost 3 hours. For us, this is unacceptable.
Please advise where to transfer the site (company and tariff). Where it is safe and stable. Budget 4000-6000t./R. Maybe not to Russia, but you need a good ping. Please respond to those who have highly loaded sites and can share their real experience without referral links.
