Please tell me educational institutions for obtaining an IT specialty similar to centers (Computer Science Center, STEP Computer Academy) or where you can get a prof. retraining. Please do not advise ordinary disparate courses, you are only interested in comprehensive training in an extensive program.

Depends on your age, budget, family, free time. + IT specialty is a very broad concept.

Specifically, your request - here you need to look for institutions that are focused on obtaining a specialty, and not on retraining. + self-development is natural, in IT without constant picking / trying nowhere, otherwise you fall out of the cage.
If there is absolutely zero in IT, then go for a new higher education, it is better in person with an individual visit, worse in absentia. Without paying for exams / diplomas + self-development = crust, knowledge and experience.
