Where to store passwords from services for the development team?

Similar questions have already appeared on the toaster, but they boiled down to "where do I store passwords."
Our team has different levels of access to data.
Someone needs to be given access to only the test data of the product, someone to the servers, and someone needs access to everything.
Is there a solution for storing passwords with different levels of access to them?
