The STATIC IP address is not assigned to the network card, why?

Windows server 2008 R2, Supermicro X8SIE hardware, integrated Intel 82574L Gigabit network card.
After unknown events, the server stopped assigning a static IP address.
The IPv4 network card has a static address, mask, gateway, dns.
After the reboot, the server raises the link, but the address is set to 169.254.249.211.
Moreover, in order to get a static address, you must first switch to DHCP, and then drive it in again with your hands. After that it works.
In events, all services seem to rise.
There is a single error from RWCFramework

Failed to get IP Address from DHCP. The Autonet Address : 169.254.249.211 is assigned to local machine. The application might not be fully functional. Check your IP Address, if the address is not an autonet address, restart the service manually. Or if the address is still an autonet address, please contact your System Administrator to fix this problem.

The error shows that your network card is trying to get an address from a DHCP server, after which it fails and therefore a special address is assigned from the local network 169.254.249.211 (this is a special address just for those cases when DHCP did not respond).
If you claim that you have the address manually registered in your network card, most likely there is a glitch in the system, and for example, it thinks that it has two network devices. Check, remove-add a network card.

The same thing happened recently. I broke my head trying to figure it out. Until I thought of looking at the DHCP server. Check if the addresses for issuance are over. This is exactly what happened to me. Cleaned it up and everything was ok.
