RDP access without static ip?

Hello.
Need help in implementing a remote connection to the server.
What we have: Router Asus RT-AC51U
Two providers are connected to it. WAN - main from the provider (white ip) Lan4 - backup taken from neighbors (gray ip) It is required to configure openvpn access to the server, so that if the backup works when the main Internet channel is lost, be able to connect via RDP What is required for this? VPS with OpenVPN and a permanent connection to the server?

if it is one machine then i would use realvnc(it allows mode as teamviwer up to 5 hosts for free)
