Because white addresses are distributed by providers, then you buy an entire subnet from Provo with the required number of addresses and distribute them to clients via VPN. Please note that the VPN server must also have an address from this subnet.
It can be expensive. Not every provider is now ready to lease entire subnets. If you need a lot of addresses, then this is even more problematic.

This will not work, because the routing on the Internet will not agree that your client is the owner of that external address.
Add them, if this is your range, at your place - and release clients through broadcasting to them. And inside the tunnel, use non-routable addresses.

Any prov will gladly rent you a subnet for some money. True, physics can stupidly not give. Yurika is usually given without problems, unless, of course, we take optics in pieces where it is cheaper. After that, the prov will prescribe routing to this subnet, and you can distribute it, and 1 IP will go to the gateway.
