Where to read about setting up a terminal server?

Installed windows server 2003. One role - a terminal server. Hardware: i5, 4Gb, 2x500 raid1.
Behind the dlink-dir300 router. On the outside of the router is a white static ip. Inside, on the server, rdp and rsync ports are forwarded. The Internet channel is 20/10 megabits.
There are 2-4 clients in different parts of the city. Internet everywhere at least 1/0.5 megabit. ping from the client to the server is not higher than 60.
And at the same time, there are brakes in drawing in the client terminals. It works, but it's annoying.
I read windows help, on the microsoft website, various instructions on the Internet. Found such solutions:
add VPN server role. All clients connect via VPN;
enable "network load balancing" in the network properties. This is what stopped me:
Network Load Balancing automatically detects a failed server and distributes client computer traffic among the remaining servers.

In general, we are looking for literature (available online) on setting up a terminal server.
Or a couple of tips right here.
Or both.

I connect to the server on which the channel is 1 megabit ... I did it like on the screen ... there are no brakes ...

Are you sure that on client machines, where 1-0.5 channel, as you write --- no one downloads torrents, etc.? So, is the channel free?
Plus, disable unnecessary local resources in the connection settings ...

And VNC works fine (does it slow down?), And what is the real speed between the client and the terminal server? And what program is slowing you down, otherwise you can watch games in toys or FullHD movies.

you either have a weak channel "down" at the clients, or "up" at the server.
Check at least the same speedtest.net

All these "solutions" have nothing to do with the terminal server.
And in the end, do the clients have video drivers?
