How to make the infrastructure virtual?

Good day.
There is a win server 2008r2 terminal server for 50 users. 1s + office + browser + outlook.
All this stuff works on 2x E5-2620, 128gb Ram, 2x raid1 3tb.
Now they have begun to face the problem of the speed of the disk system and the crooked handles of users. There was a need to virtualize the infrastructure and differentiate users.
What I'm planning to do is put a controller and a 12x sas 10k drive cage. Install hypervisor. Temporarily take an image of the entire current system and make it virtual. After that, start deploying virtual machines by the number of employees.
What is the best way to implement virtualization in this case? Everyone will connect from laptops via RDP, first to the old system, but already virtual. What can be done with the connection broker so that users can then be transferred via RDP to each of them on their own virtual machine?

Try setting up your new RAID first. Maybe this will be enough.

You want to deploy VDI, it seems? On one server I do not recommend. If users are working normally now, continue to use the terminal server, just deal with the disk subsystem.
Alternatively, if there are users who heavily load the server and they need it to work, make virtual machines for them individually. Well, don’t forget the administrative resource, it’s very useful to hit the hands of too active users
