So, because of such a large selection, I don’t understand what to choose, I need to be able to simply make a simple layout of a business card website in psd format, it is possible without any functions for professionals.

Modern designers do not make layouts in PSD.
And they use Figma (cross-platform, free) or Sketch (macOS, paid).
If you still need a PSD, then obviously photoshop.
