Let's start with the fact that now there is no specialty "Programmer". Moreover, the specialty system in the Russian Federation has been abolished a little less than completely (some scraps remain in the form of "Construction of unique buildings and structures", etc.).

You first need to decide where, you will go and see if you pass, in principle, to the entrance borders of the university according to the Unified State Examination (for example , according to the statistics of previous years). I don’t know how your schooling is now set up - whether they drive you through test exams. If not, google and try to find test items from previous years. At least you will understand how much you are pulling.
Next... You choose a direction. To do this, again, google the program and see what happens "in the world" on it. Because sometimes programs are clearly divorced from reality - these are the problems of our VO system (talking about IT). Keep in mind that many things have a hype trend. And what they are talking about now - in 4 (6) years - when you graduate from the university, will no longer matter much. Those. you need to separate the hype from the main trends. For example, in my IMHO, bitcoin is a hype. But blockchain is not.
And then you go to the direction you have chosen.

At the same time, you begin to determine the practical area and concentrate on it. Several projects on Github, maybe. research articles on blogs - and by the third year you are already a ready-made intern. Then - to the end of the university - several years of work experience.
And then: you will have to leave your seats and go to Moscow, St. Petersburg, Novosib, Kazan, Nizhny and similar IT clusters, because there will be no real things in your region in the next 5 years. Sad but true.
