Where to get and how to work with the graph base of the OSM map?

I am developing a courier service for myself. According to the Uber model - each courier has a phone with GPS, the nearest courier to the client is searched.
We now need to solve the problem of finding the nearest courier, but we need to take into account the roads, not directly count them. I want to use Dijkstra's algorithm. Where can I dig up the OSM city graph base?
