How to edit downloaded OSM offline - I want to use it for personal purposes. The option to draw on the site and wait for approval is not suitable. Because it's on fire.

Endorsements? Is it possible that changes are moderated in OSM, and do not appear immediately? (or are you confusing with tile rendering?)
