Where to find like-minded people in the project?

I'm afraid to use the word "startup" but can someone tell me - where (on what resources) is it easiest to find (interest) enthusiasts in a home project (designers, artists, programmers)?

Make a resource (forum) and place links in thematic resources. Do not forget to answer counter questions so that they do not think that it is spam. No matter how crazy the project is, there will always be like-minded people. Look at my profile and you will understand what I am talking about. :-)

I am glad that you hate the word "startup" so much that you even made a mistake in it. It comes from the word Start-up, not -app :)
On the topic - apparently, you don’t want to give money, then who will you be?

I also recently asked the same question and made just a kind of promo site for this and wrote about it on www.ideaswatch.com , angel.co, startuppoint.ru. So far, I have not been able to find like-minded people, but I received some adequate feedback and advice, but I think it's all a matter of time and for now I'm working on it myself.
Regarding the content of the site, I briefly described the idea, made a page with a roadmap, created a Google group and placed it on the Discuss page, posted a link to the bug and issue tracker from Bitbucket and indicated my contacts. There is also a nightly build of "part of the project", but this may not be applicable to your project. So far, I cannot boast of significant results, because. he just started everything, but to start this may be enough while the product is at the development stage, but again this is purely individual with respect to the project. In any case, try to talk more about it and somehow promote it to the masses, so you can possibly see whether it makes sense to do this at all and how others will react to it.

It seems to me that like-minded people, especially if there is no money now, need to be looked for personally: colleagues, classmates, conferences, personal appeals in social networks. It is difficult to follow an abstract idea online. You need to ignite a person, without personal communication it is almost impossible.
