Where to find a developer?

Hello!
The situation is the following. There is an idea for an Internet project, there is an understanding of why, to whom and why it is needed. There is a vision of how it should look like.

There are just no people who can do it all.

Where can you find like-minded people? Freelancers are unlikely to be suitable, because I would like to continue to lead the project with these people after its launch.

The concept in the form of “understanding why, to whom and why it is needed. There is a vision of how it should look.” + “The price of the issue is so far only a share in the project.” = FAILURE
If there is a worthwhile idea, and you want it to live, then you need to:
- Write a normal concept (project description + TK + Concept Art)
- Write elementary drafts of the project yourself.
- Seek help on programmer forums with the wording of an invitation to join the project.
If you do not want to develop the project according to such a plan, then save money for freelancers.

If you need a partner who will be engaged in development, then it is better to look for one with the condition of living in one city or one region.
I can’t imagine how you can engage in a serious project and not see live with its participants.
It is clear that Skype and so on ...

Most importantly, decide whether you still need a developer (as an employee) or a business partner (that's another story).
Because these are two completely different motivations, and two completely different conversations, two different relationships.
When you solve this question for yourself, your problem will be solved by itself.
