That is, they work on behalf of my client, but with their own phone numbers. A site from the area of the hotel business, that is, supporting documents are available, if necessary. Mirror sites are advertised in Yandex and Google advertising campaigns. So this is the essence of the question, how to deal with rogue domains more gracefully and faster? Write to the RKN? At Google? Send an official request to the hosting provider on what basis your intellectual property is hosted on their servers. If the hoster is good, then they will definitely contact the owner of the site and ask for confirmation, and, of course, they will block their site if the property rights are not somehow proven.
You can do the same with a domain registrar. However, it is assumed that the site design and texts are unique, belong to you and there is paper evidence of this. Just take it and blame without reason - it is impossible.
