Where to complain about incorrect routing by the provider?

Hello,
I've been fighting with the provider for a month now, it has incorrect routing configured and most of the packets sent to the site go nowhere. The problem relates to the Samara branch of Dom.ru.
I tried to call the second line (not even the first one) and I hear template tips for clearing cookies there. I wrote to the data center, but this is beyond their competence, as I understand it.
From other cities, packets reach, but go through Germany, which triples the ping. I compared it with the path in the opposite direction and traced the packets to another hosting provider in the same data center, in this case the packet goes through Moscow and the ping is about 30 ms instead of 90 ms.
Actually, the question is where is the best place to complain, where to write, who to call, in what form to write a complaint ..
The problem is not only mine, it applies to most infobox sites, when using clients at least dom.ru, there is practically no access from Samara.

Came in the mail. I didn’t understand a word, but apparently this is on topic:
betal needs to get its provider to open an application to the TTK about incorrect routing.
He himself will not be able to open an application with the TTK, since he is not a client of the TTK, but his provider is, and accordingly, in principle, he can open such an application.
Another thing is that his provider will go for it very reluctantly, you need to be persistent and appeal to their common sense. In no case do not be rude and do not run into, otherwise they will “send” and then the trumpet will be the case.
It is better to communicate through someone specific at the second level of support of his provider (he wrote that he had access to them). It is better to write the text of his provider's appeal to the TTK himself by prior arrangement with a person from the second level of support of his provider. This will reduce the risk that this person will do something wrong, describe the problem incorrectly, or be stupid about doing it. After that, you must definitely find out the application number in the TTC. From this point on, you can (preferably by agreement with his provider) communicate with the TTC on your problem directly. I repeat once again - you need to be persistent, but in an exceptionally polite manner - in no case be rude and not say that they are godlessly stupid and they need to trade seeds in the market, and not sit in technical support (the first few answers from the TTC will definitely be in the hand-to-face J style). In no case should the application be closed (they have such a trick - to close the old application in order to open a new one - KPI is normal, the authorities are satisfied). All his correspondence and all information must be in one application. Sooner or later, this application will get to the competent network specialists of the TTK and the problem will be solved.
In the comments, they wrote that TTK, for some reason, sent traffic through Frankfurt. From experience, I’ll say that such a solution is not economically justified at all and I strongly doubt that they did it on purpose - most likely they just had a BGP stuck somewhere or extra filters were applied.
From experience, I can say that solving problems with routing from third-party providers is a task for ordinary users that is practically unsolvable. On the Internet, no one guarantees anything to anyone, especially since formally the resource of the respected betal is available. By following my instructions, he can seriously increase the chances of a successful solution to his problem.
At one time I worked in one of the largest Russian providers and I know how such problems are solved “from the inside”.

1) Questions definitely to TTC. After the third hop, the packets fly away somewhere in the wrong place.
2) Most likely, this is not a bug, but a feature. Maybe there are some sort of disassemblies inside the defense industry, and it was cheaper for the TTK to let traffic through Frankfurt.
In any case, any gestures on your part are definitely useless.

I would knock somewhere on noc @ your provider, usually such well-known addresses are read by techies and little known to users and asked them. Well, or talked with technical support actively
