Where is there a place (VK group?) for finding like-minded people who are ready to start working on a startup solely for the sake of their portfolio and idea?

There are many groups, forums for "filmmakers" and other people from this area, where every second job offer goes without pay. Many work for the idea and experience . And where to find people - like-minded people - programmers who are ready to work together on projects that are at the stage of "concept on paper" and a well-developed idea. Where to find IT people who, perhaps, will light up their eyes and together we will implement plans that will either shoot or go to the piggy bank - portfolio. Thanks in advance!

On such conditions, look at your university among students.
"concept on paper" is nothing. Can you imagine how many similar proposals to work for an idea a normal specialist receives? And how much around the work for which they pay? The choice is not in your favor.
Another thing is when people are ready to pay for a product that exists as a concept. You collect money from clients, add your own or investment (when there is a paying client, they are willing to invest in the project) and hire specialists.
Remove from your vocabulary "this project will be a huge plus for your portfolio" and its variations. As soon as you say it, adequate specialists turn around and leave.

It seems to me that if the idea is really good, then it should be advertised. Write articles, post messages on thematic forums - absolutely free of charge you will receive feedback, feel the bottlenecks, maybe even someone wants to become a member of your team. I read the title. So you think that such masochists gather in groups and wait for a messiah with an idea?
If they are, then they go alone. You need to attract people from the environment, or draw attention to your idea publicly (with articles), or go to a boomstarter to raise money if the topic is suitable.
There is a chance to find a co-founder who will appreciate the idea. But he definitely does not wait for you in the group.
For reference - the option "to work in a startup for a share" now sounds 10 orders of magnitude worse than a few years ago. This was influenced by 2 factors: the deteriorating economic situation (people have less opportunity to work for free), and the general global decline in seed / preseed rounds. Also, negative experience with a variety of "start-ups without brakes" makes its contribution.
