Where is the boundary of applicability of the phrase about open source in the VS Community license?

Phrase: "Any number of your users may use this software to develop and test applications released under Open Source Initiative (OSI) approved open source software licenses."

Let's say the MIT license will be used, as the simplest of the valid ones.

1. Does the phrase recommend development of software within the organization to the first working version (with the addition of the MIT license by the first commit in a private repository)
