Article license on Habré?

And what is the license agreement for an article published on Habré? Default.
That is, if, for example, the author himself indicated, say, CC-BY-NC-SA, then everything is clear (although I have not seen such topics). What if there are no instructions? Under what conditions can other people use this article? public domain? Something other? Can he drag it to his blog (not a link, but the whole text) or insert it into his book.
I understand everything about network etiquette, and personally, if there is a need to use this material and I can’t limit myself to a simple link, I will try to ask the author’s permission. But all people are different and all have different attitudes to the information published on the network.

Thank you, I understood about the PPA. It's strange that he did not find this in the rules. But CC-BY does not suit me personally. CC-BY-NC-SA is more attractive to me.
But how with the rest of the articles is still not clear :(

Made a support request. “Habrakhabr Psychological Assistance Service” reassured me that “All rights to articles belong to users” :) Therefore, we believe that it is as it should be. If nothing else is said, then the article can be used only with the consent of the author. Well, according to the recommendation from the same psychological assistance service, “therefore, in your article you can indicate on what rights you share useful information with users.”
As I did in my last article.
