Where is the best place to write posts in English about web development?

I want to find a resource like habrahabr where you can write posts about web development and at the same time so that there is already an audience there, and not one and a half subscribers.
I found codeproject.com, but somehow the audience there is more focused on application programming than on web development. On web development, articles are rather sluggishly discussed there.
