Where is the best place to take hosting for an international site?

The site will be international and take it in one country, as for me it's a bad idea to either ping or something else related to the distance of receiving the package. I don't know for sure, to be honest, please advise good hostings in terms of quality. Thank you.

If there is no heavy content (video) - anywhere.
For example, in the Russian Federation, here VPS / VDS are cheap and high-quality (of course, do not take school hosts).
If you need a dedicated server - then OVH / Hetzner in Europe.
If Americans are an important part of the audience - then in the USA.
If the content is heavy, then placement either on a CDN or making mirrors in different regions yourself will be taken care of.
