Advise for the organization of a VPN channel of any DC OUTSIDE the Russian Federation with a minimum ping from Msk.
Maybe one of the foreigners has a good uplink with 9 ....
As far as I remember, Ukraine was on average around 28ms
Well, you can immediately offer VPS - at least for openvz (small load) - the cheaper the better.

Under VPN, the server requirements are low.
Therefore, any European is suitable: DO, OVH.
Ping at work is almost imperceptible.
