It all depends on what you want to achieve.
If you just write articles and do not want to bother with technical issues, then Blogger or Wordpress is best.

I put Wordpress on a free hosting and I'm quite happy.
I have full control over my blog, at least write hacks to the core and all this is free =D
And if you don’t know how or are too lazy, then you can register directly on their website and fill it out from the cloud, or connect a mobile application.
