Where is it better to get a second higher education manager education?

Hello.
I'm getting my high school diploma soon. I studied to be a programmer (like many others I wanted to learn how to make games). I know what they taught me, but I have never done programming myself. But while studying at the university, I "worked" as the head of an NGO and it was an interesting experience. And now it's time to choose what to do next, and I come to the conclusion that the soul lies more in management than in development.
Questions arise: "Where to go to study?", "What study programs to choose so that there is a part-time job?".
I understand that the question is rather offtopic, but, for sure, there are competent people who can advise a solution.
