Where is it better to freelance HTML coder?

Hello, in particular, they are interested in foreign exchanges, they are interested in just one layout of sites, without deep front-end development. And is it realistic to start looking for a job for them if English is very lame. There are many articles on the Internet on this topic, but they give such different answers to this question. I would like to hear the real answers of people who have gone this way, or maybe they know the answer firsthand.
The most popular answer, as I suspect, will be, learn English, develop further, etc. learning new material. I can't do it that way. Free time is given, I teach something new. But then I take an order, and customers, as a rule, are interested in its quick delivery, and if the project is normal, then I can go headlong into it for a month or more, and forget all my own before starting to study something new. I would like to somehow combine it, at least start with learning English, i.e. if you could find a foreign exchange with a demand for layout, even if it’s some small projects, like a business card site, and then look for orders there and, as you do so, at least begin to understand standard phrases without an interpreter,

Hi, I’ve been freelancing on odesk/upwork since the very beginning, my English knowledge is below average, but I’ve been in the IT field for more than 10 years, so my vocabulary is extensive, I look at incomprehensible moments in a translator, it’s not particularly annoying. I chose Python / web crawling, although many comrades here and on Habré write that Python is not in demand in freelancing, I disagree with them, I invite you to my blog, link in profile.

I started on freelance.ru, although I did it for a penny for a year, but even a little money is a big motivation than just watching video lessons (although they cannot be ruled out), plus communication with clients, difficulties, experience! In general, then I liked this freelance exchange the most, in principle, I got a good rating there, and when I don’t have a lot of work I go there again)))) English will come with time, it is needed in fact for already in-depth programming. And the client directly needs to be told I am doing it slowly, but cheaply, their flow will decrease, but still! There is a demand on our exchanges, but there are also a lot of scammers.

Easy layout is such a transitional stage to complex layout for which there is a certain demand for very professional work.
I have only two layout-designer friends. Both differ from me in that they work only on old orders, earn more than me, from their memorable work, one can note the layout of the Sberbank website or, for example, the layout of online ticketing in a cinema (in those years it was generally the first time when you could buy a ticket in Online movie).
