Where in China to rent a dedicated server or VDS? What are the features of acquisition and administration through a firewall?

We need several machines in China, one main one, for hardware something like 4 xeon e3 cores from 3ghz and 24GB of RAM + ssd / sas in raid10. Two machines for backup about 100GB of data (naturally in different DCs). Vdski all over China for the return of statics, which once every n time receive statics from the main machine (5-7 pieces), an analogue of vdski for $ 5 from DO is enough. On all this, a client-server application will spin to receive static information with an update every n time and processing and calculating this information on the main piece of iron. Do I need an ICP for a client-server application that does not have a web version? The options found through Google kill with their price. The cheapest I have found for a basic machine is 1k US dollars. For VDS - 75 dollars (non-commercial application, gifts + advertising, only $600 per month can be allocated in the best possible scenario, it is better to keep within $300-350). And the location, found only Hong Kong, but what about the rest of China? What is in China with the availability within the country? Now with servers in the US/Canada/Europe/Russia there are constant complaints about availability and a narrow channel.

There are no special features, ssh in that direction works fine (here it is back - there may already be problems).
The servers are all behind GCF, so if your site is banned on it, then the servers will not be able to go into it (it’s better to go through ssh tunnels right away).
There are thousands of offers in Google for the query "china server".
