Where does the color scheme for git change in phpStorm?

If the file has uncommitted edits, it is painted blue and it's just hellishly unreadable. What demon came up with this.

Spent all morning looking in the settings for a place where it changes. Have not found.
I will add, the option from the docks does not work because I do not have the item "File Status Colors."
