Where does telegram pull traffic from?

The telecom operator has a service that gives unlimited messengers (including telegrams).
The question arose, if, for example, I open a video on YouTube through a cart (internal player), then which application will pull the traffic? The cart itself or YouTube in the background?
And the same question about the built-in browser, does it also pull traffic through the cart (mb who knows)?
Ps I froze YouTube on my phone and without it the video opens, does this mean that the cart itself loads everything from the servers?

Traffic is considered free not by which application opened it, but by who owns the end IP addresses.
