Bot for bot in telegram, is it real?

We need a bot to interact with someone else's telegram bot.
I want to automate some of the actions.

Is it possible to implement this in Node.js/PHP/Python?
How? In which direction to dig?

PS - a third-party bot does not have an API.

The API in the telegram, as far as I remember, is only for bots, and they cannot interact with each other.
You can create your own api (like a search bot) for web telegrams, but I doubt it's worth it.

The first point - is it necessary? If a third-party bot is an implementation of some API, can it work with it?
