Where do I get money on my unrealengine account and how do I withdraw it?

I haven't logged into unrealengine's personal account for a long time. The last time I was there, unreal engine 4 was sold under a paid subscription (they were removed directly from the card, but then I canceled the subscription). Time has passed, now it seems to be completely free. In general, I went again, and, suddenly, I see:
Account Balance: ₽2323.66
I have two questions:
1. What for? :-D
2. How to withdraw? :-)

This event is over a year old. When Epics abandoned the paid subscription, everyone who paid for a subscription at least once was credited to their account for $ 30. It is most likely impossible to withdraw. I spent mine in the market.
