How to properly install Windows for development?

Hello, I have a Sony Vaio laptop.
It is licensed for Windows 8.1 for one language.
Visual Studio is also installed there, but as far as I remember, you can program for Windows Phone there, but due to a limited license, the emulator does not start (it seems to be due to the lack of Hyper-V).
So this is the crux of the matter, Imagine Camp will take place soon, we will learn to work with Unity, Unreal and MonoGame there.
What is the best way to do it?
1) Install everything and look for a solution to make the emulator work?
2) Virtual? But I'm afraid it will be very uncomfortable to work
