Where did they remove the root password setting during Ubuntu installation?

Previously, on Ubuntu 12.04, when installing the system in Expert mode, it was possible not to create an additional user, and specify the root password. Where has this feature gone?

This possibility violates modern concepts of security.
Any *nix machine with a white IP is daily subjected to school attacks in the form of an attempt to access it via ssh as root, toor, ubuntu, adm with a dictionary password.
Therefore, now the correct principle is this - root has an empty password, you can’t log in under it at all. Create your own personal users, configure /etc/sudoers

In sudo passwd root it was "removed" after installation.
