Where did the Russian language in the interface come from in Windows 10?

Here is a piece of the screen, which clearly shows that I have Windows in English, as required by security, the sunnah of the prophet and kashrut:

But as soon as I press Control + Alt + Del - it says in Russian ("block", "task manager" etc.).
Why could this happen all of a sudden, and how to make it according to the charter?

And so most likely - you set the interface language for the user, and ctrl-alt-delete shows the system language common to everyone.

Ban all ip-addresses of Microsoft servers in your router and take down updates for the last month. Perhaps they determined your location and managed to partially download the correct language for you)
