Where did I go wrong with the PPPoE setup?

My task is not quite standard. It is necessary that on the same host with Windows 10, for each user account, a separate PPPoE connection is created, tied to "its own" provider. That is, user "A" cannot access the Internet through a provider that is intended for user "B", because he does not know the data of someone else's PPPoE account.

How I set it up:

1)
I connected provider 1 to ether1, provider 2 to ether2. Provider 1 itself issues the Internet via PPPoE, so it created a PPPoE client for it, and Provider 2 reports data for connecting via DHCP.

2)
I assembled a bridge for the local network, to which I added ether5 (windows host) and wlan.

3)
The local network should have free Internet access from Provider 1, but the computer, as I wrote above, should only connect to the Internet via PPPoE. Therefore, for the computer, I prohibited any traffic other than LAN (after all, the network interface is common for all users, and if access to LAN is not restricted, then everyone will go to the network through the Provider 1)

I expected that when a PPPoE connection is established from the Mosnet1 account, the traffic will go through provider No. 2, because. it is he who is connected to ether2. However, no matter what connection I connect through, traffic always goes through Provider 1, which distributes the Internet to the local network.

I can't figure out what the error is. I understand a PPPoE connection as a tunnel between two IP addresses. But why then is it impossible to forward traffic from 10.19.1.2 to provider 2? Where does ISP 1 traffic come from?
