Where did Arbitator go in galera 3.x?

The documentation mentions: www.percona.com/doc/percona-xtradb-cluster/5.6/man... , but this is a copy-paste from xtradb 5.5.
But when I try to start the daemon, it hints that my galley is too new:

# garbd
The program 'garbd' is currently not installed. You can install it by typing:
apt-get install percona-xtradb-cluster-galera-2.x

Either it was renamed, or it was removed altogether ...
But maybe there is some other way to add a lightweight node to the cluster without a copy of the data?

The arbiter for PXC 5.6 we use the following:

dpkg -l | grep garb
ii  percona-xtradb-cluster-garbd-3     3.8.3390.wheezy              i386         Metapackage for latest version of garbd3.
ii  percona-xtradb-cluster-garbd-3.x   3.8.3390.wheezy              i386         Garbd components of Percona XtraDB Cluster
