Where can you practice speaking English?

Maybe someone will tell you a worthy resource where you can practice speaking English, preferably with a native speaker and of course for free :)

Find a company providing services in the USA, with a Skype contact, call, ask about services. For example, a bank and conditions for mortgage lending or a web studio and find out how much it costs to make a website. See what topic you need.

Look for conversation clubs at local anti/cafes. Depends on the city, of course. In Moscow, I went to German and English clubs, natives were almost always present. It is unlikely to be absolutely free, but it will not be boring.
