Is there such a service that allows you to install Debian on a remote machine, set up a VPN, install a torrent client, set up file synchronization from personal devices (Windows, Linux, Android) and have access to file storage from anywhere in the world? And what is the asking price?

This service is called upwork.com. There you can hire a specialist who will do it for you.
