Where can I get the topoJSON of a region?

Good day!
I need (read - I want) to make an offline interactive map of the region. The possibilities are interesting: zoom, panning, setting marks on the map by coordinates, possibly drawing polygons.
After consulting with Google, I figured that I could try using d3 for rendering.
Then I started looking for a map. In the d3 examples there are world maps, but the maximum detail is at the country level, as far as I noticed, and I would like to see the names of the streets (yes, I got drunk).
Exported the map of the country from OpenStreetMap... a thick taka turned out (very thick). But osm format d3 does not eat.
I remember on android some kind of program loaded a map with openstreetmap. The size was much smaller.
In total - are there such maps so that d3 (or something else on js) can master it and so that with the norms of detailing?
Or kick me in the right direction of the search (-:

It's good to show maps with leaflet . EMNIP, on OSM with its help and show the map in the browser. Labels and polygons, in any case, are there.
To transfer geodata from one format to another, you can use QGIS - it can do quite a lot.
