You can get into business with mom, dad, aunt, uncle, grandmother, godfathers and matchmakers of all of the above. - and this is a 100 person with due luck. There is another point that only HR usually remembers - you are 16 years old, therefore, you have some preferences in work - let's say payment for 6 hours is like 8, etc. Google the benefits for minors when applying for a job. Do you think it's just that every summer they allocate "juvenile quotas" - an obligation for the office to accept so many minors for the summer?
