I would advise you not to "get involved in PHP" as it is written, but to look straight at the root. Check out the links.

And what about the design (template) and cms? Didn't see the connection. If you want to make templates, then probably study design, html + css, go towards some kind of framework. Like bootstrap.

This site was made on the webasyst engine. Bootstrap (css framework) was connected to it.
Understand the first and second and make such a design yourself, faster than you find.
