Where can I get a SIM card for a GPS tracker that works worldwide?

There is a task to monitor cars that travel from Europe and Russia.
I know that there are trackers with SIM cards that work all over the world and the cost of service (traffic) is tens or even hundreds of times less than our roaming opsos.
What are these sims and where can I buy them?

Option 1 - the most common sims. Bought in supermarkets.
Option 2 - the so-called. "tourist". Googles without problems.
In general, "you would not chase, priest, for cheapness ...". These are normal production costs. If a SIM card “eats” traffic for telemetry once an hour, an office with several machines will not get poorer.

About a year and a half ago, nothing better than a megaphone was found with this option . There, something about a couple of rubles a day ran up.
If you need a lot of pieces, call the operators as a legal entity, there is a chance to bargain. And don't forget about virtual operators.
Tourist SIM cards are an expensive starter kit, European ones are a chore to buy for non-residents.
Manufacturers of those trackers you are talking about have individual contracts with operators.

Traffic once an hour will be rounded up to 100 or 1000 KB. Those. in sutri already at least 2 megabytes will run.
I once found Russian trackers that work all over the world for 10 bucks a month. Plus, they put modern SIM cards in cars, which work everywhere and inform that it's time to go to the service, etc.
So there are such global sims and they are sold somewhere ...
