According to the telephone numbering plan of Russia (both the plan itself and the article on Wikipedia are googled), an ACCESS CODE (and not a number) is allocated for this - 809. Operators provide such a service under an agreement. The last requirement that I heard about is that when calling the number, a warning should be sounded that the call is paid extra.
