How to receive a phone call on the server?

The task is to accept a phone call by phone number, reject it and save the data on the server with subsequent processing.
In the future, it is possible to improve telephony both in the direction of live operators and in the direction of a consultant robot.

Do I understand correctly that VoIP telephony will be required here, or are there other ways to implement it? Whether somebody knows ready services for a similar task?
