The task was to find a contractor for the development of the project and further cooperation.
It should be a company, and not a freelancer (as well as a group of freelancers), in order to independently solve personnel issues in case of layoffs, vacations, and illnesses of employees.
There should be a sufficient supply of specialists to, if necessary, provide the necessary amount of resources (from 50 developers in the state).
Competence in the development of desktop and web applications is required, technologies - .NET, ASP.NET, WPF, Silverlight, WCF and others.
It turned out that finding a list of such companies on the Internet is more difficult than it seemed at first, moreover, there is probably a rating of such companies somewhere on the Web, as on freelancer sites.
Does anyone know about the existence of resources with ratings of Russian or global software development companies?
How unbiased is the information on them?
Can you give any advice on how to find a contractor?

I know 2 good software companies: luxsoft and simbirsoft, they are quite well known in Russia and abroad (luxsoft is more in Russia, simbirsoft is in the USA, Europe, Japan, and also works on Russian projects).
